"The congregation as a body, through the voting members, shall have the final authority to administer and manage all its external and internal affairs. ... The congregation, however, shall not be empowered to decide anything contrary to the Word of God and the Confessions of the Lutheran Church (Article III)." —Article V(A) of the constitution

Voting members of the congregation are those communicant members who are age 18 or older, who have been accepted by the Voters' Assembly, and who have signed the constitution and bylaws of the congregation.

Voters' Assembly

Regular meetings of the voters' assembly are held on the first Sunday of March, June, October, and December. The December meeting is the meeting at which the congregation's budget is presented.

The church council meets on the first Wednesday of February, May, September, and November.
